A public hearing to consider an ordinance:

1. Adopting a budget for Provo City Corporation in the amount of $154,486,915, or the fiscal year beginning July 1, 2011 and ending June 30, 2012;

2. Amending sections 4.02.040 - Classification and Pay Plan, Provo City Code, section 4.04.050 - Pay Range Table, section 4.04.060 - Classes and Salary Ranges, section 4.04.080 - Pay Steps and Longevity Increases, section 4.04.100 - Employer Contributions for Provo City Employee Retirement Programs, Provo City Code;

3. Amending section 5.02.010 - Utility Revenue Tax, Provo City Code;

4. Amending the Consolidated Fee Schedule related to energy, storm water, waste water, and water utility rates;

5. Approving outstanding encumbrances and project/grant balances to carry forward into fiscal year 2012;

6. Approving limitations on Capital Improvement Fund projects;

7. Authorizing auditors to transfer certain appropriations in enterprise funds to corresponding capital improvements funds;

8. Authorizing the Mayor to increase appropriations within variable cost divisions and transfer excess fund balances back to the General Fund from various City departments;
